Secondhand products aren't required to be registered with the Consumer Product Safety Commission, unlike new products. There's no way of knowing whether a product has been recalled. Recalls can happen for many reasons, such as design flaws or a failure of a manufacturer to comply with the federal standards. The rule incorporates the most recent voluntary standard, pushchair suitable from birth ASTM F833-13b developed by the American Society for Testing and Materials.
